Updated - October 16, 2026 at 08:54 PM. | New DelhiFILE PHOTO: NHAI will introduce independent design verification for major bridges and critical structures under highway projects from December 1.
The state-run National Highways Authority of India (NHAI) on Thursday said it has introduced a uniform system for independently checking designs and drawings for major bridges and other critical structures under its projects.
Accordingly, the move aims to strengthen safety, durability, and quality assurance.
New policy to take effect from December 1
The policy, which NHAI said will come into effect from December 1, will apply to all new Engineering, Procurement and Construction (EPC), Hybrid Annuity Model (HAM) and Build-Operate-Transfer (BOT) National Highway projects, as well as projects where design verification or proof checking has not yet commenced.
Under the framework, empanelled Indian Institutes of Technology (IITs), reputed government technical institutions, and other experienced technical firms with expertise in bridge engineering and hydraulic studies will independently check the designs of identified critical structures.
According to NHAI, independent checking will help identify possible design-related issues early and ensure structures meet applicable Indian Roads Congress (IRC) codes, technical specifications, and contractual requirements.
Major bridges and complex structures covered
The policy covers major bridges and viaducts, including major river bridges with a design discharge of 3,000 cubic metres per second or more, and structures or bridges with an individual effective span of at least 40 metres.
NHAI will also cover other special or complex structures identified by NHAI.
In addition to structural design calculations, analysis, and drawings, the independent checking will include hydrological and hydraulic studies where applicable.
These studies, NHAI said, will help assess water flow, flood levels, the adequacy of openings for water to pass through, and foundation safety against riverbed erosion.
Independent verification process outlined
Under the revised procedure, the contractor or concessionaire will submit designs and drawings for review or approval in accordance with the contract.
Thereafter, NHAI will propose three institutions or firms from its empanelled list, with one or more selected for independent verification based on project requirements.
Notably, the selected institution or firm will examine the design and submit its observations and recommendations.
The contractor or concessionaire will consider these observations and make necessary changes, following which NHAI will review or approve the design under the applicable contractual provisions.
Existing projects generally exempt
Furthermore, NHAI said this upcoming policy will generally not apply to projects where design verification or proof checking has already been completed.
However, additional independent verification may be undertaken for major bridges and complex or critical special structures.
